It's just saying if you use a VPN with the public endpoint location set to the UK you'll still get blocked because cloudflare is using blanket geoblocking on all UK addresses at the server end, rather than the old ISP blocking which blocked specific websites at the user's end and could be circumvented by sending requests to a VPN/proxy first.
If you're in the UK you can still circumvent the block with a VPN by just setting the location to a non-shithole country.
Also, if you're in another country and want to simulate living in an authoritarian hellhole, just set your VPN to a UK location for a fun little safari.
