It took me a moment... if the median goes down, wouldn't that require the students' individual grades to drop too? Nope.

The "new" students, who probably don't speak much English, have much education and shouldn't be there at that grade level, they will drop the average. But the existing students will also suffer lower grades too for various reasons. So it is as bad as it looks. If not worse.
