This won't stop anything. A developer can just sell a vanilla version of his game on steam, and then offer for free an x-rated patch on his own personal website that users can trivially apply to unlock the censored content. Developers have already figured this out.
Personally, I think it was a mistake for Steam to even allow coomer games in the first place.
