Checked two Gulfstream models and from what I could tell around ~3% of one and ~10 percent of the other seemed to be operated by the federal government, including military "cargo( C-blah )" variants used for transporting flag officers and people like the VP.

If someone wants to comb through the registries they could probably get accurate counts(just be sure to also count the C- designated ones). I am too lazy.
