I don't think I've ever met anyone who legitimately believes he killed himself.
I think it's plausible, if he believed he wasn't going to get the same kid gloves treatment as last time. It's not even incompatible with him being silenced - the most plausibly deniable way of killing a prisoner would be to convince him that you're going to throw him to the wolves so that suicide looks like the easy way out.

But all that does is establish a potential motive for him to do it. It doesn't overcome all of the circumstances surrounding it.
"Oh, we just happened to take him off suicide watch."
"Oh, the guy in the cell over heard him screaming."
"Oh, the cameras happened to be malfunctioning and the guards were asleep."
