if morality is a "consequence of civilization" then what is civilization a consequence of?

Evolve to live in groups. Evolve to behave morally to work more smoothly in groups. Groups that work smoothly together are more likely to survive.
Better cooperation allows larger groups. Evolve to behave morally to work more smoothly in larger groups.
Groups that do not evolve/exhibit sufficient morality do not grow or die off. Individuals who do not behave in sufficiently moral manner are denied opportunities to procreate.
