An alternative explanation is the companies might not care. Insurance - when under force from the government - is a scam.
If someone has a "valid" ID and wants insurance...why wouldn't you take their money? It's set up so you on average make more money from them.
You're not required to buy insurance.
You can put $35,000 into an escrow account and call that your own insurance policy.
This is literally what is meant by "self insured."
Once you get $35,000 into an account you immediately realize how retarded it is not to have insurance.
