People can also just go out and buy a police uniform, a pretty convincing badge that would stand up to passing scrutiny, and all the gear they need to look like a cop and kidnap someone. You can get the real thing for around $100 and convincing lookalikes for $25.
This presents a higher danger than impersonating police officers, as someone in a fake police uniform draws attention to yourself, but I can go out in whatever clothes I want and credibly pretend to be an ICE agent.
Not really, most people dont look at cops in uniform twice.
You'll draw scrutiny from other cops.
Oh yeah, because just grabbing someone off the street in plain clothes doesn't draw any scrutiny.
