By that stretch basically everything is a military target. Scrub toilets at a mcdonalds? By waging war against a lack of cleanliness you are aiding the war effort by increasing the moral and combatting disease for your fellow worker which fuels the economy of the war machine and hastens the development of nuclear arms.

Which is fine as a definition, it's just that terms start to become somewhat meaningless if they encompass everything.
