Even if every single person involved with this decision was purely motivated by profit and greed, the end result is the dissolution if not outright destruction of the nation. In this case, it should absolutely be treated as hostile enemy action. A hostile occupation of Canada would unironically be better because then Canadians would be face to face with the realization they were beaten and occupied, as opposed to this 'abstract' invasion underway that allows for the traitors to largely continue unopposed.
