Police request the public shelter in place? For a man with no description? Everything should be in a complete standstill for this?
Demolition Man called this crap.
When that glowie denturist in rural Nova Scotia during COVID started carrying out his grudge, knocking on doors and killing his enemies the night before, the police only sent the shelter in place notification on Twitter and nowhere else, several hours late.
They also AFAICT to this day can't account for his whereabouts for half a day overnight between when he started killing neighbours near his cabin and when he suddenly showed up closer to the city the next morning.
The Mounties themselves open fired on a community hall full of civilians at a location that had nothing to do with the wanted man.
IIRC, he ended up apprehended/shot in the end by a random cop who recognized him while filling up at a gas station.
