That has nothing to do with the Davis Bacon Act. Davis Bacon is a hundred years old law unions lobbied for to pay outrageous wages because unions couldn't compete with the non-union market. So every construction job the government does pays like $190/hr or something unreal and companies just pocket it.

It forces fair market value for ACCREDITED WORKERS. You can argue it gets abused, you can also argue that companies would gladly hire illegals the second they don’t have to provide accreditation because THEY WOULD PROFIT EVEN MORE THEN.
