They/them was unable to trigger it remotely, so they/them called up the fire department to authorize it. But somehow during the call about the impending tornado and the tornado warning system, it wasn't made clear that the fire department was supposed to trigger it. So the fire department didn't do anything.
But it doesn't stop there. Even if the fire department had put 2+2 together to figure out that they were supposed to trigger it, IT WAS BROKEN.
