I'm not a historian, but I'm guessing that the reason the founding fathers had to declare the second amendment a right is that the Old World didn't allow people below a certain class to carry weapons for their own defense.

It was the rights of free Englishmen passed on not just from the Bill of Rights and Magna Carta, but common law as well; enshrined in a manner that guaranteed it better than the arbitrary legislation of the crown.
