Enoch Powell is not the authority on the American nation. Why not quote the 1791 legislation penned by the men who just established our country and established who can naturalize.

You are intentionally confusing immigration policy, the entomology of a word, the definition of American, and the definition of an American citizen. All while completely failing to understand that the concept of Nationalism did not exist at the time, and that the concept of Racial Nationalism would have been ridiculously alien, and you haven't explained how you can have a Liberal Racial Nationalist state anyways.
