Not sure how old you are, or where you live/d, but it had been largely stamped out for years, especially in liberal areas. It was the whole 'good people don't use that word' kind of thing. Any area where liberal moms held power used shame and nagging to shut that word down.
There was a time 'retard' was very popular, and then a time it was considered a really bad word, and most people stopped using it in any sort of polite company. Similar to "faggot." Tons of people used to use it, then it got added to the societal no-no list, and usage largely dropped off.
Now "retard" is coming back, and nature is clearly healing.
She could have been and actor, distorted her face and did the retard voice as well. If you had put her in a wheelchair and rolled her around in public no one would have know she was fully functional.
