There's a bunch of sites to stream it, you'll have to endure ads usually but they're otherwise free. BiliBili? wcofun.net? Several others.

You can be a pirate? Look for Nyaa.si Or even the old warhorse: Pirate Bay. Plus lots of others, but it's tough to beat Nyaa.
