Fags wish. Maybe that was incompetent authorial intent, but it's anti-government and anti-entrenched oligarchs. It clearly shows that government is both incompetent and evil, and for their own protection every good citizen should be carrying a weapon at all times. The "blood status" thing is a shit allegory for race, it can't even be said to be an allegory for immigration, which would fit better.
It also shows that two powerful sociopaths create mass conflict through manipulation, and that they don't believe the dogma they feed their shock troops.
