I still can't tell you if the translation is accurate, but apparently it's from 7 months ago and someone on Reddit described it as:
Maccabi Tel Aviv directed the chant towards their local rivals Hapoel Tel Aviv - which can be seen at the end. The references to 'communist' is due to Hapoel's ties to Labor Zionism.

I know, I know. Wikipedia. But on topics like this, their bias seems to pull the wider bias back to reality.
