It comes from welfare, shit culture (manufactured deliberately) and feminism. Fatherlessness was not nearly as common 80 years ago in the black communities.
I remember this news story about some black dads doing volunteer work at their local school to help reduce fighting and gang activity. It worked immediately and was very effective.
