No. The parallel would be both have histories of aggression with England and English rule, but Wales actually was stomped by the English and taken over far more readily than what later happened with Scotland. The only thing that probably kept parts of Ireland safe was the water barrier.

Not any time in the last 200-300 years, no. Ancient times they were separate and warred all the time, but not really today.
