Those are supposed to be anti-climb spikes and not garden fence accessories. Years ago during the Trump administration, some guy hung up on them and then fell off when his clothes tore. At one time in the recent past, they were arrow tip shapes that were either black or silver.

Yeah, those aren't supposed to break off. The fence itself isn't historic, but the look is supposed to be maintained. After 9/11 everything got an upgrade. The bollards, sidewalk fence, 'that' fence, the pretty fence behind it. They even moved the bushes and trimmed/cut the trees.
