Those are supposed to be anti-climb spikes and not garden fence accessories. Years ago during the Trump administration, some guy hung up on them and then fell off when his clothes tore. At one time in the recent past, they were arrow tip shapes that were either black or silver.
Yeah, those aren't supposed to break off. The fence itself isn't historic, but the look is supposed to be maintained. After 9/11 everything got an upgrade. The bollards, sidewalk fence, 'that' fence, the pretty fence behind it. They even moved the bushes and trimmed/cut the trees.

It would be interesting if they had counters in place for such a thing, and the snipers said if it was a real threat or not, and they delayed the ground response accordingly.
Imagine if some more competent jackass tries to do this for real, and gets swarmed immediately. Or, of course, just shot. That's always an option, if they're deemed to pose that much of a threat, I'd hope.

Not a chance. You'd never live fire a pen test like this. Just having a guy climb a fence like that is incredibly dangerous, he could fall off and die or paralyze himself so easily. You'd never do this with anyone you pay health insurance for. Crazies do this kind of thing pretty regularly.
