Many more (white male) officers since then have been sandbagged into either resigning, getting the Siberia treatment or living on constant deployment. I doubt that very much. If about 80% of Americans took the vaccine, and the same for the military, what is the likelihood of 'competent lower officers' (however defined) refusing it in majority.
