More than anything, I'd be willing to bet he probably sees the response on twitter and will play a balancing act of appeasing his base, appeasing industry, and using H-1B denials to pressure other countries diplomatically and economically the way he intends to with tariffs.

Moreover, I don't remember him ever taking any action in his first term to end the program then, either. So, I have no idea why you are expecting anything like that from him, when I don't remember him mentioning it in 2020 or 2024 for the purposes of eliminating it. And again, your source from 2016 is still clearly about fixing the program.
