I thought it was for war and funerals and other ceremonial things. Not just a congressional hearing.
I've seen the Rugby team do it, and I've seen it done at funerals. But not a hearing. Until now.
I guess it's a really loose translation from it being an act of intimidation at war, and an act of ceremony done for loss of a loved one down to having to sit and discuss things in a semi legal manner.
