I'm not even sure if these are real Fascists. Most Fascists don't identify as Fascists, but rather as "Third Positionists".
Third Positionists wouldn't be stupid enough to make a name for themselves via public harassment at local city council meetings. On the other hand, the real Neo-Nazis (Aryan Nation members) are already in prison, and wouldn't be going to a public meeting to do anything but fight with the cops and catch yet another felony.
This is probably another Leftist trolling. Or an actual grifter for the alt-right. Or, potentially a fed trying to help infiltrate.
