There was an “afrofuturism” pandering piece centered on Detroit and it stood out because it was a full on mask slip where the commenters were lamenting how it was all “just so black”. Apparently they couldn’t figure out why everything around them burned down and how the area became so broken the city can’t even sell homes for a dollar.
It must come with some sort of an obligation. IDK if you have to live there. But if they could find you and fine you for not taking care of the property, you'd be disincentive to just buy 100 of them.
I believe in the real-life example where they were literally giving away Detroit houses, the obligations were that you needed to maintain the property to a "reasonable" level, and that you needed to pay property tax on the value of the property based on the assessment PRIOR to the free giveaway assessment.
These obligations, alongside the penalty of being directly in downtown detroit, made it so bad that even homeless people wouldn't sign on.

They have "free" houses in Italy with the same deal. If you are exceptionally and independently capable, it could be a good deal.
