Probably not. I think the designers have run into a problem of practicality for an action-adventure game with her variety of tools/weapons.
The box art of a recent-ish game and a little bit from this cutscene (10:40 if it doesn't go there automatically) suggest she really had the axe connected by a belt loop.
Ah, so they're trying to mix nu-raider with classic and got the new tool upside down.
It'd be annoying but it's not sharp blade
