No the plan is way simpler than that. You tip off the would-be assassin (through a cut-out) of a security hole that you designed and left in place intentionally but could be marked up to insufficient assistance from a secondary group (ie local cops). Then you just purposefully place sub-par agents to defend the target and leave the hole open. Since you already know who the assassin is, you can very easily purge all internet info about them and scrub their stuff at or around of the time of the assassination, then kill the assassin and you’re off clear.

So to be clear by "assassin" you mean "bad shot kid walking around brandishing the murder weapon in front of a crowd" right?
