Bruen involved New York, which had an even more onerous may issue system than CA has. There are legal challenges to the CA CCW system in work right now, and CA just lost a case against their refusal to issue out of state CCW permits. CA doesn't recognize any other state issued permit, and didn't issue non-resident permits, but now they have to.
The entire CCW legal fight is just sheer ideological based obstinance on the part of CA. The rest of the country long ago realized that concealed carry permits are not an issue, to such an extent that something like 27 states now let people carry concealed without any kind of permit at all.
I thought Bruen destroyed may-issue?

The Democrats have returned to tradition:
"The Supreme Court has made their decision, now let them enforce it."
there is no legal basis for gun control under bruen. it's just a matter of bringing the case and them taking it.
