You still work to deport or promote political movements, even in the town, to convince the haitians to self deport.
For example, a neighborhood watch could be set up to record illegal instances of conduct by the immigrants. As you mass report, you'll get more police involvement. Even if this force doesn't like it, you can use it to pressure state or county forces to get involved. Then you pay the police for overtime protective duty. Then the police are required to have a legal obligation to protect you (unlike normal). Since your paying the police more than the county, you subvert the government control. That's when you start running for judgeships and prosecutorships.
How hard is it for the residents of Springfield to move out? I want to see how Springfield Ohio will look in 5 years with a 90% Haiti population.
It's easy, and they are already doing it, but why would you intentionally give ground to the enemy?
What are the options here? Best case, someone will say we're not bringing in more Haitians.
No one is going to send those Haitians home. This is Springfield Ohio, not Martha's Vineyard.

Just look at Haiti.
Like Haiti I'd imagine, funny how that works ain't it
But that would be white flight and that would be racist.
