Imp is wrong. We need family and property requirements.
Both of those ideas are insane.
Net taxpayer makes the most sense, provided all the female quota hires start being fired for their illegitimate way of being hired.

Property tax is one of the worst taxes. Property tax essentially makes every man a slave. If you live an entirely self-contained life on your own property and don't make money to pay a yearly rent to the government, they take your land, and your life if you resist. It's entirely unjustifiable.
Limitations on property ownership also need to be applied before that system could ever work - look at Gates now. Property is a limited resource.
Starship troopers style civic service is a better system. Every potential citizen has to earn the vote. It can't be bought or passed down and it has to be dangerous and beneficial for the nation. It's not just military service in the book.

You are probably aware but my comment was a tongue-in-cheek response to TheImp saying "family and property requirements" are insane ideas. Just trying to help them meet in the middle. :)
I lean anarcho-capitalist and don't want any taxes. That said, I would be ok with a property tax assessed once like when you buy a vehicle. For example $30,000 on a $250,000 lot put to an escrow account you can pay off over time and then that's it. Your children don't have to pay anything. Things like police and fire are service fees and should be calculated apart from that.
