You are probably aware but my comment was a tongue-in-cheek response to TheImp saying "family and property requirements" are insane ideas. Just trying to help them meet in the middle. :)
I lean anarcho-capitalist and don't want any taxes. That said, I would be ok with a property tax assessed once like when you buy a vehicle. For example $30,000 on a $250,000 lot put to an escrow account you can pay off over time and then that's it. Your children don't have to pay anything. Things like police and fire are service fees and should be calculated apart from that.
Assessed once at point of sale is just a sales tax.
Correct. "Ok end taxes except a one time sales tax on property and we have a deal" doesn't quite roll off the tongue the same way.
