I read an interview with some animal conservation experts years ago. Everywhere they go, they make recommendations to whatever government that will benefit the wildlife, which is a huge part of any country's identity.
In countries run by democracy or republics or wherever the bureaucracy is thick, even minor changes take months to years if they're implemented. In countries run by monarchies or a single leader, that leader tells people to get it done, and it's done overnight.
Not saying it's the best option, but it is effective at least.
