Yes, you can shoot with iron sights. It's not that hard, especially at around 100 yards.
Bullet drop at 100 yards with a 16" barrel on a 5.56x45 round is miniscule.

He was apparently rejected by his school's rifle team for shit aim at 50 feet (not yards) and "off-color jokes".
If Crooks was getting training, he was doing it on his own time. On whose dime, however, is the big question. Public ranges won't let anyone under 18 in alone, and I doubt he would've grown up to be such an asocial faggot had his dad spent a lot of time with him shooting at the range.
