There's two factors in saying this:
Japan tends to be a lot more nuanced in anime over sexuality for DECADES, just look at JoJo, that's the most gay straight show ever.
It's Gundam, they go more into 'battle brothers/sisters' than everyone having to shack up. Nothing brings people together in that universe like shared trauma.
the term you might be looking for to describe JoJo (starting near end of part 4 to specify) is "flamboyant masculinity", and even then there's Stone Ocean later on with almost all-female cast

I would say yes but with a caveat. Miorine's dad put her up for arranged marriage to whoever the top-ranked combatant was. Suletta knows that's not what her friend wants and is driven to protect her.
My interpretation is that they probably are married on paper at the end, if for no other reason than to avoid would be suiters aiming for corporate mergers and to fulfill the terms of the contest. But I don't think it's really a romantic relationship. It's a marriage of convenience between best friends. There IS something there besides best friendship, but it comes off as a princess-and-knight kind of loyalty and protectiveness. Is friendship + duty + legal recognition enough to be technically gay? IDK. I'll leave the "agape and eros" discussion up to someone else.
