Yeah they're not worried about the pistols staying in the holsters, they're worried about the draw. Conscripts generally go their entire career without even drawing their gun in anger, so their training lapses, so to prevent NDs when drawing, they carry with the bolt closed on a loaded magazine. The front line guys don't because they train on it.
It's kind of like how our rear echelon troops have much more lax marksmanship requirements than the infantry.
