They've always had some restrictions on foreigners and I've never had reason to blame them. Years ago in Japan you would occasionally find an apartment that doesn't rent to foreigners, or see a "JAPANESE ONLY" sign outside a bar. It was rare, but people explained to me that foreigners (at that time usually Russians) always got drunk and loud and caused a scene and they don't want to deal with them. My natural reaction was "Heh yeah, fuckers ruined it for everyone", not "DATS RAYCIST!"
All I can say to those retards is: It's prison; suck it up, buttercup.
Also, compare crime rates in Japan versus American cities. Which system is working better? Specifically for the society, not the criminals.
The funny thing is Americans getting caught with weed abroad seems to be happening enough it's making news...
It's because America as an entity still (often) makes the pretense to care about its citizens when abroad. Unless they get blown up by America, American incompetence, or our Greatest Ally; in which case it's radio silence. But if we can stir up trouble with Russia, Iran, China, or similar...well, never let a crisis go to waste.
Some lame WNBA player player for The Merchant of Death, still hilarious to me now.
I listen to Chris and Trash Taste boys, they did once bring up how just before visas run out, banks there start freezing your accounts until it's confirmed if you're getting an extension or not so you can't just run away with payments due.
From what I heard, a lot of this treatment got worse after the earthquake and then followed by Fukushima as a lot of foreigners bailed on Japan during that event and left a very bad impression on them ever since. Can't blame them for thinking that of foreigners as rats after that.
I enjoy cannabis and I'm definitely not a left wing idiot. But that's also why for the 5 years I lived in Asia -- I didn't use any. Respect the country where you live -- it is a very simple thing that most westerners don't understand.
