Obviously if you have nothing to lose you can't be easily controlled, but he said low status, not lowest status. The easiest groups of people to control are the status insecure, people with something to lose but nothing to spare.
Such as college-educated millennials who found out the hard way that they were lied to about a college degree being a guarantee of a safe and comfortable life. Not to mention the tension between the bean counter class and the oligarchs that wanna replace them with AI. A lot of millennials have been conditioned to associate freedom with chaos and to blame the uncertainty of their future on the mythical "free market" (since they don't know the difference between crony capitalism and actual free markets).
A more humorous example are the tranny jannies who've been sold the lie that they can climb one level above incels by putting on lipstick and a wig. Or the blue hair landwhales who think the fact that there are guys desperate enough to bone them makes them less pathetic than incels.
