Apparently, that was added because the devs understood "America likes making ugly characters" so it's less of a statement and more of a "Give the people what they say they want."
In the game, all the men are men, all the women are women, and breeding pals explicitly requires a male and female.
Assuming that that’s true, I’d guess it’s because the devs think it’s what people want, and as far as they know, it’s just some weird, harmless bullshit. It would be yet another example of Japanese devs not fully “getting” what’s going on in Western markets/culture—which isn’t a slight on Japanese devs or anything; that’s natural when there’s a cultural and language barrier like this one. I certainly don’t really “get” what’s going on in Japanese markets/culture.
You ask “why don’t they change it back,” but a more proper question, from the dev’s perspective, is “why not leave it as is?” It’s just like if Hyundai painted a bunch of their cars puke yellow before shipping to the US because something convinced them that color sells better here. As far as they know, it might be silly that we like that, but that’s all. It doesn’t mean anything to them, beyond being a little thing you do because it’s easy and it boosts sales.
So long as it's not a bug or a flawed game design that actively hurts progress, why change it? That sounds close to the censorship that big studios do to appeal to ESG and regions like China.
this is why palworld is eating your lunch

So why didn't they change it back once they made their money?
Easy patch.
Make them extra mad

Why antagonise a captured audience?
