That is very old twitter etiquette. From what I understand it prevents the mention from being flagged as a reply, and won't raise the comment flag for the replied to user.
Nope, the opposite, in fact. It still tags, but because it starts with something other than a tag, it's a normal tweet instead of a response tweet. Basically, makes it more visible, so everyone else can see that he's responding, and what he's saying.

Pretty sure it nullifies the tag so the other person doesn’t actually get notified, not sure though never been much of a twit
