Would make for an interesting reality/hidden camera show where they go to white liberal areas and ask them to sign up for a program to take in black and Hispanic parolees until they get back on their feet.
This was on full display during Floyd riots. The people cheering on the riots knowing their neighborhoods wouldn’t be affected. Of course you had those who destroyed their own neighborhoods only to complain about food deserts and lack of job opportunities months later
I remember the Chicago grocery stores (Aldi's & Save-a-lots) that pulled out, with the sites being left vacant. I think there's going to be an attempt at a government owned grocery store, (which will be a disaster.)
The ashes often aren't cold before stores choose not to rebuild. Plus, insurance doesn't cover the losses due to shoplifting. Even investing in security can't stanch those losses enough to make these locations turn a profit.
So yes. You're totally right. There are food deserts, and nobody wants to talk about the communal behaviors that make running a grocery store unprofitable. They just want stores to run at a loss forever to 'serve' those areas.
Self enforced food deserts in some cases. After Englewood lost their Whole Foods, the residents started throwing a fit when a Save A Lot said they would move in.

there was a save a lot around here a decade or so ago and it always struck me as a pretty sad place, but they did have lots of weird shit nobody else had.
