That won't do anything. They'll choose a different violation. The only way to limit false reports is to 1) punish those who abuse the reporting system, or 2) remove ALL rules and disable the reporting system.
Rule 2 is already enforced in a normal way: you can endorse violence against folks like pedophiles, which the Reddit admins were very, very sensitive about. It's a very bad idea to turn this place into a glowie's paradise and draw federal attention.
As for Rule 16, recall what has happened to many 'edgy' sites. Besides, it's a good in and of itself. This is a Gamergate forum, not a forum for racial hatred.
