I rather doubt it. Not a complete impossibility, but pretty farfetched. I wouldn't be shocked to learn they'd funded some of the actors, but this wasn't Israelis attacking Israelis. Just like how 9/11 wasn't American suicide attackers.

9/11 was done entirely by the CIA and mossad. Bin Laden had literally nothing to do with it.
