From what I can tell based on reviews, not if they're linked to a quest or service. Which means the only NPCs you can kill are unimportant filler characters that are just there to make the cities look populated. I've even heard reports that there's one character who engages with you in a dialogue where one of the options is to attack him, but even after you select it, he STILL remains unkillable!
Yeah that's the bald nigger space policeman who wants to blackmail you into being a glowie plant in a pirate fleet, so they can collect enough evidence to arrest all the space pirates who constantly attack people. Oh, and he insists that you don't kill anyone while you do it. It's as stupid as it sounds.
well at least you can say fuck you and then join the pirates anyway, then raid his capital ship when he attacks and put him in prison to humilate him. Was one of the few decision like that. And he was so damn rightous and full of himself.
I never forgave him for roping me into his moron crusade, with safe words. Shot him and his deputy in their stupid moralizing faces. Doesn't help that most of starfield seems like the continent of Africa suddenly jumped into space, displacing most other populations, and after centuries still retain their African accents.
Pretty sure you cant kill him anyway in that last crimson fleet quest where you raid his capital ship, at least I saw a video where that wasnt the case. I thought humilating him by imprisoning him is better, just killing him would proof him right that the pirates are just animals and criminals. And I didnt want to proof him right, even tho he was an exception since you kill your way through just to get to him but that was self defense.
someone on here posted how there was a space bus full of kids that just no-selled everything he shot at it
