Nah tie it to actually serving only. None of that mandatory shit, and no lottery odds of ever actually being made to work.

Then you would only need to infilitrate the military and do propaganda there and control who gets hired. Than you dont need voting at all if you dont have a broad mass of different opinions/views with different backgrounds.
