Legally, the article is right. But there's no logic to it.
The 14th was to make freed slaves American citizens, it's basically irrelevant in the modern era.
Legally the article is wrong. There has never been a case that challenges the legal jurisdiction of clause which is entirely clear of its purpose. This has been intentional for decades in order to keep flooding in migrants under “anchorship citizenship”

The pro-immigrant stuff in the US is because the US was a huge and largely unpopulated country and they needed more people to come over to fill it up.
Look at the size of the 13 original colonies vs the entirety of the US.
The issue is, that went on for decades...centuries? And of course eventually the US does fill up.
