It's not due to be debated until the 6th of September but I know they are keen to get two things done - as much authoritarian control as possible before it goes to Royal Assent and quickly as possible so they can implement their new powers swiftly.
Much like gun laws, they aren't satisfied until they've legislated hard enough that certain "evils" just cease to exist entirely. They think laws are like vaccines (the real ones) where once you get enough dose of one, small pox and measles just blips out of existence.
So the fact that "bad thing can happen" is a problem they want solved, even if that means literally stripping everyone of every bit of freedom that exists.
