Much like gun laws, they aren't satisfied until they've legislated hard enough that certain "evils" just cease to exist entirely. They think laws are like vaccines (the real ones) where once you get enough dose of one, small pox and measles just blips out of existence.

So the fact that "bad thing can happen" is a problem they want solved, even if that means literally stripping everyone of every bit of freedom that exists.
